240 starting problem on a 240

I am having a starting problem on my 93 240. About every other time I try to start it, I turn the key and all I get is a "click" coming from the starter. When this happens I can cycle the key back to off then start and it will start after the first or second key cycle. I first thought it might be the PNP but I noticed that when this happens the click definitely comes from the starter and all the lights still dim like they do when the starter actually engages. Before I buy a starter is there anything else to check or is this definitely a starter issue?
 
Sounds like it Gary. Check Voltage first and check yellow/green wire at solonoid. Called you today and left you a message. Give me a call. I need to ask you something. Roger
